Description
The Fulbright New Century Scholar Program brings together annually 30 outstanding research scholars and professionals from the United States and around the world. NCS Scholars engage in multidisciplinary collaboration under the leadership of a Distinguished Scholar Leader and work together to seek solutions to issues and concerns that affect all humankind. Interested participants may be from the public, private or university sector, and must have research experience in the theme selected for each year’s program. NCS scholars are based in their home countries, but participate in collaborative activities in the United States during the fellowship period.
Areas
Higher education faces significant challenges throughout the world. Among the most universal and complex are those related to ensuring equitable access for the rapidly changing number of individuals seeking education at the postsecondary level. Meeting the burgeoning demand for higher education and developing policies and resources that provide the benefit of higher education to diverse populations of students will require national commitment and international cooperation. In today’s global, knowledge-based economy, the economic growth and social well being of nations around the world are increasingly dependent on a well-educated workforce and individual access to quality education. Understanding the principal components of this challenge and the relationship between cultural norms, social and political policies and the development of higher education will require deeper understanding in order to realize the goals to expand access and equity.
The Fulbright NCS Program provides an ideal vehicle for the kind of cross cultural and transnational examination that will contribute to a significant comparative analysis of access and equity issues. By bringing together a diverse group of scholars and educational leaders to examine the topic in national and international settings, NCS will seek constructive ways for contemporary institutions to develop policies responding to the challenge of ensuring equitable access within the framework of higher education in the 21st century.
Three themes related to the central topic of access and equity in higher education will be examined in-depth:

Program Activities
To create a platform for collaborative thinking and pursuit of tangible solutions to the challenges posed by the NCS theme, NCS provides participants with opportunities to be in regular electronic contact and to come together during the program year. NCS scholars are expected to participate in all the following joint activities of the program: an orientation and goal setting session during which the scholars meet, share perspectives, compare research and set goals for the grant year; a mid-term meeting so that fellows can discuss research progress and refine objectives; and a final plenary seminar to present their research findings to academics and policymakers. Scholars also conduct a 2-3 month international exchange visit so as to advance their research on the NCS theme.
Requirements
Outstanding scholars, academic administrators, and professionals of any rank and in any field related to the NCS theme are invited to apply. Applicants with strong interdisciplinary and comparative interests are especially welcome:

A Ph.D. or equivalent professional/terminal degree. |

Colombian citizenship and residency. Dual U.S.-Colombian citizens are ineligible. |

Fluency in English. |
Review Criteria
The Fulbright Commission will convene a multidisciplinary peer review committee to screen and interview applicants, and to recommend one Colombian candidate to a global NCS grant competition. The Council for International Exchange of Scholars in Washington, D.C. will nominate the 30 NCS Scholars. Official selection is made by the J. William Fulbright Scholarship Board. In addition to the basic objectives of the Fulbright Visiting Scholar Program, reviewers apply the following criteria:

Research activity, including the merits of the proposal, research design and methodology, feasibility in terms of resources and time required, and potential to contribute to and benefit from the New Century Scholar collaborative framework. |

Policy/social significance and relevance of proposed research. |
Award Benefits
The Fulbright NCS Award is intended to provide support for travel to all program meetings, travel and maintenance for the research visit, research materials and assistance, and some salary replacement. The individual travel/research award is in the amount of $37,000.
Award Period
The NCS grant period is for 12 months beginning in February 2007 with an orientation meeting in the U.S. A mid-term seminar is scheduled for July 2007, and the final plenary seminar in March 2008. The 2-3 month research visits may be conducted at any time during the program period.
