Fulbright U.S. Specialist Program

Call for Applications: July 17 - November 17 (5:00p.m. COT), 2017.

The Fulbright U.S. Specialist Program provides the opportunity for different Colombian institutions to receive specialized academic support and advising, in a particular field of study, from a U.S. expert with Ph.D. or equivalent professional experience. The application must be submitted by the interested Colombian institution according to its main needs and challenges. The program supports the following activities: 

  • Curricular development and/or evaluation.
  • New program or initiative development and/or evaluation.
  • Faculty and/or researcher training programs.
  • Specialized courses, seminars, workshops and conferences.
  • Specialized academic support.

For the Cohort 2018-19, six (6) Fulbright Specialist grants are available. The Specialist period of visit must range between fourteen (14) and forty-two (42) days. The following institutions are eligible to apply to the program: higher education institutions, research centers, government institutions, NGO's, other non-profit organizations promoting education, culture and development in Colombia. This program fosters relations between Colombian and U.S. institutions and promotes new forms of academic and professional collaboration. 

The U.S. candidate must be approved in the Fulbright Specialist Roster to be eligible to support the project. Along with the online application, the host institution in Colombia must submit a Letter of Financial Commitment whereby it accepts to cover the Specialist’s lodging, local transportation and meals costs, as outlined in the Program Call for Applications. 

Fields of study

Applications are accepted in all fields of study, except for those in the field of health including a clinical component or involving direct contact between the Specialist and human or animal patients.

Housing – Minimum $200.000 COP per day.

Meals – Minimum $75.000 COP per day for breakfast, lunch and dinner.


Professional stipend of USD $200 per day, according to the approved project length. Along with the professional stipend, the grantee receives a USD $100 Travel Allowance*.



Local transportation – Minimum $25.000 COP per day. 

If the project includes traveling to other cities in Colombia, the host institution must cover related expenses.  


*To be disbursed upon grant completion, once the Specialist has submitted the Final Report to World Learning, the cooperating agency in the U.S.

How to apply

1. Application by Colombian host institution

For applying to the Program, the interested Colombian institution must complete the following steps:

1). Fill out the Registration Form.

2). Complete the online application through the World Learning platform, including project objectives, extent of proposed activities, Specialist required profile, particular preferences or needs, etc. The Colombian institution may submit an Open Request if it has not yet identified a Specialist that could support the proposal, in which case the Fulbright Commission, with the support from World Learning, may provide a pool of eligible candidates approved in the Roster and complying with the profile requirements.

If the institution has already identified an eligible candidate, the institution should include some general contact information and clarify if the candidate has been approved into the Fulbright Specialist Roster.

3). Submit a Letter of Financial Commitment to: programas@fulbright.edu.co, before November 17, 2017 (5:00 p.m. COT) in accordance with the Program requirements and the minimum amounts set out in the Call for Applications.

2. Application by the U.S. Candidate

The U.S. candidate interested in supporting a Fulbright Specialist project in Colombia must complete and submit an application to join the Fulbright Specialist Roster. Further information on Roster eligibility and application instructions are available at the Fulbright Specialist Website.
